Data Center to Cloud: per-person WIP limits in Jira

By Kayabyte · Updated 2 November 2026

Short answer: Jira’s own WIP limits (column constraints on a board) count items in a column, not items per person, on Data Center and on Cloud alike. Teams that limited work per person on Data Center usually did it with a Marketplace app, a ScriptRunner-style workflow validator or a dashboard and agreement. Jira Cloud has no built-in per-person limit. Options in Cloud are a JQL filter with Automation, a workflow rule, or Personal WIP Limits, our app for this.

How it was done on Data Center

Jira Data Center has column constraints (maximum issues per column), which limit a column for the whole team. For a limit per person, the common approaches were:

Your options in Cloud

  1. See it, don’t enforce it. A dashboard with in-progress items per person and a team agreement. Free, and enough for small teams.
  2. Warn with Automation. Notify or comment when a person has more than N items in progress. No blocking.
  3. Enforce with an app. Personal WIP Limits (our app, built on Forge) gives each person a limit and stops new work from starting once they reach it, with a message that says why. It works in company-managed and team-managed projects. It is free for up to 10 users, and the Marketplace listing has pricing for larger sites.
  4. Check other Marketplace apps for per-assignee limits and compare features and price. We don’t list others here because versions and pricing change.

FAQ

Does Jira Data Center have per-person WIP limits? Not built in. Column constraints limit a column, and per-person limits needed a script or a Marketplace plugin.

Can I move my ScriptRunner validator to Jira Cloud? The script itself usually has to be rewritten, because Cloud scripting works differently. Check the vendor’s documentation for what is supported in Cloud.

Is there a free way to do this in Cloud? You can show in-progress items per person with JQL and a dashboard, and warn with Automation. Blocking a transition at a per-person limit needs an app.
